Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: positive announcements are released from various governments. Considerable effort is expended on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capability enabled by up-to-date information. From vantage locations, defense planes that had been dispatched to intercept incoming guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably provided by partner states. Every firing shakes the surroundings, shaking the windows. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, preventing destruction from ruin and further power outages.
Persistent Threats
Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The 28-point plan from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new approach from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, persist.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unrealistic to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
